eFiling in District and Justice Courts

Note: eFiling for Juvenile Court has different processes that can be found on the eFiling in Juvenile Court page.
eFiling is now available to attorneys in all district courts for filings on all matters. All pleadings and other papers filed by attorneys in civil, probate, and domestic cases must be electronically filed. (See UCJA Rule 4-503.) All documents must be electronically filed in district and justice court criminal cases. (See UCJA Rule 4-603 for District courts and UCJA 9-302 for Justice Courts.)
All citations filed in district, justice and juvenile courts must be electronically filed. A citation may be manually filed in a justice court if a law enforcement agency is not able to access the efiling system. (See UCA 77-7-20.)
Government Filers. To efile on criminal cases, an attorney may use a government filing portal provided by the court or a certified Electronic Service Provider (EFSP). Attorneys filing on both criminal and civil cases must use either the government portal or an EFSP for all filings. Those using the government filing portal will be required to pay all civil filing fees.

eFiling Criminal Cases
CJA 4-603. Mandatory Electronic Filing requires all documents other than the Information to be electronically filed in district court criminal cases.
The rule requires Informations to be electronically filed as of January 1, 2015. To meet the January 1, 2015 deadline, the court has modified the government filer portal to include the ability to file Informations, and the court has made available an API that will allow any third party to become certified as an efiling vendor for the purpose of filing all criminal documents.
Attorneys may use the government filing portal or a certified Electronic Service Provider (EFSP). Attorneys who maintain a private practice and also provide government representation must use either the government portal or an EFSP for all filings. Those using the government filing portal will be asked to sign a Memorandum of Understanding which outlines an agreement to pay all filing fees associated with their private practice cases.
Government attorneys may request a New User Account, by sending an email to efiling@utcourts.gov and including the following information: Attorney name, bar number, phone number, mailing address, email address, and a secondary (support staff) email address.

Government Filers
Attorneys who do civil or criminal government work may use the government filing portal. Account requests should be sent by email to efiling@utcourts.gov: Attorneys name (as it appears with the bar), bar number, government agency and division, mailing address, phone number, email address for attorney and up to two alternate email addresses to receive electronic notifications.

¹ Attorneys may elect to build a system to submit electronic filings to the court. A non-disclosure agreement is required of all Electronic Filing Service Providers and filers building an interface to the court system. Non-Disclosure agreement. Upon submission of a non-disclosure agreement, an eFiling Integration Guide containing information about the Application Program Interface (API) will be provided.
