Richard Plehn is a Staff Attorney for the Office of the Property Rights Ombudsman within the Department of Commerce for the State of Utah. The Ombudsman's Office is a neutral, non-partisan, state agency that provides free mediation services for disputes between property owners and government entities related to takings, eminent domain, and land use law. Reuben Clark law school, and prior to becoming a lawyer studied interpersonal communication and conflict resolution, and was trained as a conflict mediator and facilitator.
