Roger Carter is an experienve negotiator and mediator with expertise in contracts, employment, real estate/construction, land use, and dispute resolution.  He served for 20 years as a city manager and currently services as a court monitor, or special master, overseeing the communities of Hildale, Utah and Colorado City, Arizona.  Mr. Carter is responsible for restructuring government practices and relationships to prevent discriminator actions. He is also an assistant professor of public administrations at Southern Utah University.  He holds a bachelors degree in public policy and a master's and doctorate degree in public administration.
