11-106. Rule Distribution Process.
Intent:
To establish a
procedure for the distribution of proposed or adopted rule changes and other
communications from the Supreme Court.
Applicability:
This rule shall apply to the Supreme Court and
the Administrative Office of the Courts.
Statement of the Rule:
(1) Distribution list. At the direction of
the Supreme Court, the Administrative Office of the Courts shall email notice
of the proposed or adopted rules, and an invitation for comment to the
governor, the chairperson of the Judicial Rules Review Committee, the director
of the Office of Legislative Research and General Counsel, the Boards of
Judges, the Executive Director of the Commission on Criminal and Juvenile
Justice, the chair of each of the Supreme Court advisory committees, the
Executive Director of the Utah State Bar, each active member of the Utah State
Bar, each member of the Judiciary, the proponent of the rule change, and any
other person or agency identified by the Supreme Court as requiring notice. The
notice shall include a summary of the proposed changes and identify the URL
where the full text of proposed rules is available.
(2) Publication. The proposed or adopted
rule and an invitation for comment shall be published in a law reporter.
