PRESIDING JUDGE THOMAS M. HIGBEE

PRESIDING JUDGE THOMAS M. HIGBEEJudge Thomas M. Higbee was appointed to the Fifth District Juvenile Court in January 2001 by Gov. Michael O. Leavitt. He serves Beaver, Iron, and Washington counties. Judge Higbee received his law degree from the University of Utah Law School in 1980. Prior to his appointment, Judge Higbee was in private practice for 20 years. He was the senior partner in the law firm of Higbee & Jensen and a trustee of Southern Utah University at the time of his appointment. Judge Higbee currently serves on the Utah Judicial Council. He has served as a board member and chair of the Board of Juvenile Court Judges, the co-chair of the Judicial Council's Standing Committee on Children and Family Law, and on several other committees. 10/13


JUDGE PAUL DAME

 Judge Paul Dame was appointed to the Fifth District Juvenile Court in 2014 by Gov. Gary R. Herbert. He serves Beaver, Iron, and Washington counties. Judge Dame graduated cum laude from the J. Reuben Clark Law School at Brigham Young University in 1990. Prior to his appointment, Judge Dame worked as an attorney at Parsons Behle & Latimer (1990-1994), served as a Deputy Washington County Attorney (1994-1995), served as the St. George City Prosecutor (1995-1998), served as the Chief Deputy Washington County Prosecutor (1998-2004) and served as a Washington County Justice Court Judge (2004-2014). 8/15


JUDGE MICHAEL LEAVITT

 Judge Michael F. Leavitt was appointed to the Fifth District Juvenile Court in 2014 by Gov. Gary R. Herbert. He serves Beaver, Iron, and Washington counties. Judge Leavitt graduated from University of Idaho College of Law in 2002. Prior to his appointment, Judge Leavitt worked as an attorney with the law firm of Durham Jones & Pinegar (formerly Snow Nuffer) from 2002 through 2014. At the time of his appointment, he was serving as a Bar Commissioner with the Utah State Bar and previously served as President of the Southern Utah Bar Association. 8/15
