PRESIDING JUDGE BEN H. HADFIELD

PRESIDING JUDGE BEN H. HADFIELDJudge Ben H. Hadfield was appointed to the First District Court in March 1993 by Gov. Michael O. Leavitt. He serves Box Elder, Cache, and Rich counties. After graduating from the J. Reuben Clark College of Law at Brigham Young University in 1978, he joined the Brigham City firm of Mann, Hadfield & Thorne and later became a partner in the firm. He was involved in numerous organizations, including service as president of the Brigham City Chamber of Commerce, president of Brigham City Kiwanis, and worked with the Big Brother organization. A large percentage of his work as an attorney was in litigation. Judge Hadfield helped found the Rex E. Lee Inn of Court and is past president of the chapter, which focuses on professionalism and collegiality in the courtroom. In addition to his courtroom responsibilities, Judge Hadfield has served on the Ethics Advisory Committee, the Board of District Court Judges, and the Utah Judicial Council from 2000 to 2003. Judge Hadfield served as presiding judge in the First District Court from July 2004 to July 2006. He then returned to the Board of District Court Judges and in September 2009 became chair of the board. 9/11


JUDGE KEVIN K. ALLEN

JUDGE KEVIN K. ALLENJudge Kevin K. Allen was appointed to the First District Court in March 2008 by Governor Jon M. Huntsman, Jr. He serves Cache, Rich and Box Elder counties. Judge Allen grew up in Cache County, graduated from Brigham Young University, and received a law degree from the University of Oklahoma. While in law school, Judge Allen was commissioned as an officer in the United States Navy and after graduation, served in the JAG Corp where he eventually became the lead prosecutor for the Northeast Command and the Tax Officer for the European and Southwest Asia Command. Upon leaving active duty as a Lieutenant Commander, Judge Allen returned to Logan and practiced law primarily in civil matters. Before his appointment to the bench, Judge Allen served as president of the Cache County Bar Association. He was also a member of the American Trial Lawyers Association and the American and Utah Bar Association's Litigation, Real Property and Estate Planning sections. Judge Allen established and presides over the First District Mental Health Court and presides over the Box Elder County Drug Court. Additionally, Judge Allen was instrumental in establishing the Intermountain Mental Health Court Conference held at Utah State University annually. Judge Allen also serves as a member of the Utah Sentencing Commission and is presently serving on the Board of District Court Judges. 3/12


JUDGE BRIAN CANNELL

 


JUDGE THOMAS L. WILLMORE

JUDGE THOMAS L. WILLMOREJudge Thomas L. Willmore was appointed to First District Court in January 1999 by Gov. Michael O. Leavitt. He serves Box Elder, Cache, and Rich counties. Judge Willmore graduated from Utah State University and received his law degree from the University of Pacific McGeorge School of Law. At the time of his appointment to the bench, he was an attorney/shareholder with the law firm of Olson & Hoggan. Judge Willmore's service in the judiciary includes the following: presiding judge from 2006 to present; chair and member of the Board of District Court Judges from 2001-2006; Supreme Court Advisory Committee on Rules of Criminal Procedure; and member of the Utah Access to Justice Council. Judge Willmore established and presides over Drug Court for Cache County and Box Elder County. 05/08
