Utah Courts CourTools Measures

The mission of the Utah Courts is to provide the people an open, fair, efficient, and independent system for the advancement of justice under the law.


Background

In 2004, the Utah Judicial Council began implementing a court performance measurement system developed by the National Center for State Courts. This system referred to as CourTools, is designed to help courts identify and monitor important performance measures and to make improvements to better serve the needs of the public.

CourTools Measures

  • Access and Fairness in the Courts Among Court Users
  • Trust and Confidence of the Public in the Court System
  • Case Management Measures including:
    • Clearance Rate (cases disposed as a % of cases filed)
    • Time to Disposition (the number of days cases disposed were active before disposition)
    • Age of Active Pending Cases (the number of days active cases have been pending)
  • Collection of Restitution, Fines and Fees
  • Court Employee Satisfaction
  • Effective Use of Jurors

Information is provided by court type as it is available. Information provided is typically presented for all courts statewide, by each judicial district and at the local court level. All measures are updated periodically as appropriate.
